FMCSA Liability Minimums by Vehicle and Commodity Type

FMCSA 49 CFR Part 387 sets the following minimums: $750,000 for general freight (non-hazmat) in vehicles over 10,001 lbs GVWR operating in interstate commerce; $1,000,000 for oil transport; $5,000,000 for hazmat placardable quantities. These are federal floors — brokers and shippers routinely require $1M regardless of commodity. Florida intrastate operations under FDOT jurisdiction follow similar thresholds but with state-specific filings.

Florida-Specific PIP and PDL Requirements

Florida is a no-fault state. All commercial vehicles registered in Florida must carry Personal Injury Protection (PIP) at $10,000 minimum and Property Damage Liability (PDL) at $10,000 minimum — in addition to FMCSA liability requirements. Vehicles over 26,001 lbs GVWR are exempt from PIP but must still carry PDL. Most commercial policies automatically include these limits, but verify with your agent that FL-specific endorsements are on the policy.
